Mr Christopher K. Ahoy, Emeritus APPA President 2006, retired as the Emeritus Associate Vice President of Facilities Planning and Management at Iowa State University, is an internationally recognized expert on quality initiative and has presented creating a world-class organization in South Africa, Singapore, Australia, New Zealand, Ireland, and the United Kingdom, Mexico and US.  He was responsible for having his organization become five times recipient of the state of Iowa’s annual Recognition for Performance Excellence Award, and the final gold Achievement Award in 2009.

He is a mentor, an author, coach and presenter.  He has given keynote speeches, seminars, lectures, locally, nationally and internationally (Canada, Mexico, Singapore, Australia, New Zealand, South Africa, Ireland, Scotland and England). He is also an author of three books: “Selection for Design Consultant,” (CFM 1980); “Leadership in Educational Facilities Administration,” (APPA 2007) and “Customer-Driven Operations Management: Aligning Business Processes And Quality Tools To Create Operation Effectiveness In Your Company,” (McGraw Hill 2009). Also a new book Administraciones de Operationces con enfoque en el Cliente (McGraw Hill 2010 Spanish translation).  This is his first semi fictional book.

He is a Six Sigma Black Belt (2004), Judge 2003-2004, Chief Judge, American Council of Engineering Companies 2005-2006. State of Iowa Malcolm Baldrige Program, IRPE Senior Examiner program 1999-2008, National Examiner, Baldrige Performance Excellence, 2006, 2007 and 2011, Certified trainer in Value Stream Mapping (VSM) and Management in 2003, Iowa Manufacturing and Evaluation Program (iMEP) and a senior ASQ member since 2008.

He uses Situation Analysis tools and using Malcolm Baldrige National Quality Award (MBNQA) seven categories of management system for building self-equity and organizational equity, Balanced Scorecard Plus for metrics, Lean & Six Sigma principles and methodologies for continuous quality process improvements.

The purpose of the presentation is to showcase one successful journey that began a world-class journey in 1997 and successfully ended in 2009 by achieving the Malcom Aldridge Gold award, a world-class stature, using quality tools and the prowess and efficacy of them in these solutions, and the amazing results as a result of their implementation.

The presentation will explore how digitalisation of the FM industry will impact the industry as well as share actionable insights, meaningful opportunities to the sector. From efficient facility management solutions to good leadership focusing on building self-equity and organizational equity in the five areas of People, Machines, Materials, Method and Environment, Mr Christopher Ahoy will share his wealth of knowledge and expertise in achieving a world-class facility management organisation.

Ms Cheng Su Chen
Group Managing Director

Topic: Path To A Future-ready FM: The C&W Journey

With more than 30 years of industry experience in property and facilities services, marketing and leasing, Cheng Su Chen has been instrumental in transforming the business and growing the capabilities to strengthen C&W Services’ position as one of the top facilities management companies in Singapore. Su Chen is appointed as Group Managing Director, Facilities Management in C&W Services. She oversaw the facilities management operation in Thailand from 2004 to 2015 and was responsible for the FM business in China from 2006 to 2012.

In Singapore, Su Chen leads a team of 600 specialists and operational staff in managing a diverse facilities portfolio of 4.5 million sqm. She plays a significant role in providing strategic direction, driving growth margins, overseeing business development and delivering quality outcomes. Her project portfolio spans from institutional, industrial, commercial, infrastructure, healthcare, educational, retail, accommodation, township, mixed development to mission critical and other facilities.

Prior to joining C&W Services, Su Chen held numerous senior positions in the Singapore government agencies, namely the Public Utilities Board, Singapore Power, Land Office (Ministry of Law) and Singapore Land Authority. She actively contributed in the review, planning and implementation of national policies and work plans. Notably, she was responsible for the management and maintenance of state properties - 4,600 buildings and 9,000 ha state land - which generated more than S$400 million rental revenue per year. Su Chen received a Commendation Medal (Pingat Kepujian) on the National Day in 2000 in recognition of her outstanding service in public real estate management.

Su Chen has a Master of Science in Real Estate and a Bachelor of Science in Estate Management from the National University of Singapore. She is also a licensed appraiser.


The Facilities Management landscape in Singapore faces increasing challenges and is becoming more multi-faceted in nature. Customer expectations are rising and the industry is evolving rapidly. However, these factors need not lead to an impass for FM if we begin embracing innovation as a game changer and embark on a path to a future-ready FM. Topic: The Facility Manager's Pivotal Role for Successful Digital Transformation

Aileen has extensive experience in designing solutions within the Facilities Management space. Her track record includes developing solutions for over 650 facilities across 14 countries; covering manufacturing, commercial, retail and critical facilities in the technology, financial, industrial and pharmaceutical sectors. Most recently, Aecus has been appointed to deploy smart building solutions for the world’s first smart petrol station in Singapore. Aileen has also consulted on projects covering the hospitality, retail and luxury elder living in Malaysia. She also recently founded a smart building consortium focused on bringing practical and affordable smart solutions to building owners and operators in the South-east Asia region.


Facility Managers have traditionally been tasked to manage many services and deliverables in a resource intense or cost competitive environment. With the rapid advancement of digitization and new technologies, comes the challenge for FMs to understand new subject matter and discern such technologies. How can one use such technologies to meet the traditional performance indicators and more? What is the real value of innovations to FM operations? How does one discern between a fad and real business case? How can an FM take a project from concept to final implementation?

A recent poll conducted by Aecus showed the top challenges faced with new technology adoption is: the ability to identify the right business use case, and the right resources to evaluate and deploy such technology.  Getting technology acceptance in an organisation requires a holistic balance of simplification, improved advantages, user awareness vs. adoption, actionable outcomes, business value. The complexity of a solution is a key determinant of how such a balance is attained.  Facilities Managers will find themselves playing the role of an advocate, influencer and decision maker to different stakeholders at different points of a project.

In this session, we will share lessons learnt and explore key actions an FM can undertake to facilitate technology implementation and adoption.

Mr Changsoo Park graduated from the College of Engineering nd attained his Masters in Robotics from Hongik University in Seoul, Korea in 1998 and 2000 respectively. He has experienced working in the Korea Land & Housing Cooperation, Samsung C&T and LG/LS Industrial Systems. Currently the General Manager of NTELS co, ltd. Product Development Division.  He is leads  the projects of Smart Building (Samsung Construction Tower Palace II/III, Russia Lhaktar Tower), Smart City (Korea Government Busan City) MIST and IoT Energy(Korea Government Suwon City) MIST.



For enterprises and local municipalities, we have provided an IoT-enabled smart building energy management platform, which can be deployed in buildings with and without building automation systems (BAS). Using a wide variety of protocols, the platform interfaces with building systems and facilities and collects facility, environment, space and energy data in real time to optimize building operations with AI and ultimately achieve energy performance goals. This highly scalable platform can be deployed for various IoT devices and services. As a cloud platform, it collects facility, environment, space and energy data via standard industrial and IoT data transmission protocols. Based on the data collected, the machine learning engine performs preventive maintenance of facilities, energy demand forecasts and peak power forecasts. The rule engine performs context-aware adaptive control in real time, which helps optimize building operations and save energy. By analyzing energy efficiency by type of building, end-use, and space, it also implements optimal energy management policy to achieve energy performance goals. NTELS Smart Building Platform was deployed in public buildings in Suwon City to provide optimal management building facilities, environment, and energy using the urban 3D map and 3D spatial modeling. With the M&V (Measurement & Verification) engine using a standard algorithm, IPMVP (International Performance Measurement and Verification Protocol) as well as data intelligence technology with deep-learning, the platform can quickly measure energy performance and determine energy efficiency.

Mr Jonathan Tan oversees UnaBiz’s business relationships with ecosystem partners, clients and resellers in Singapore. UnaBiz is Asia’s first dedicated IoT network. According to new analysis from IHS Markit, the number of Connected Internet of Things (IoT) Devices Will Surge to 125 Billion by 2030 – That is a 12% jump on average annually, from 27 billion in 2017. A big portion of this growth is fuelled by Smart Cities and Smart Buildings initiatives.
