The 4th International Facility Management Conference 2017 (IFMC) incorporates a full-day programme packed with cutting-edge presentations and high-powered discussions highlighting key issues and challenges faced by FMers.

Topic: The Intelligent & Self-Aware Build Environment Opportunities and Dangers

Professor Lui Pao Chuen retired in 2008 after serving 41 years in the SAF and MINDEF and 22 years as Chief Defence Scientist.

He is advisor to the National Research Foundation, Prime Minister’s Office, six Ministries and Government Agencies and to President NUS and President NTU. He serves on the board of twelve research institutes and corporations.

In 2002 Prof Lui received the National Science & Technology Medal “For his outstanding leadership in the build up of science and technology capability for the nation and its exploitation for major systems of national impact”. 

In 2009 he received the rare Pioneer Award of International Council on Systems Engineering (INCOSE) “for dedicating his life to systems thinking and application, resulting in both an unparalleled impact in Singapore, and advances in the development of systems engineering around the world.” 

In 2011 he was conferred an Honorary Fellow of the ASEAN Federation of Engineering Organizations and the Institute of Physics of Singapore President Medal. In 2014 he received the IES the Lifetime Engineering Achievement Award. In 2015 he received the Defence Technology Medal (Outstanding Service)


Abstract:

Future Cities where citizens will find meaningful occupation and fulfilment require very high standard of accommodation. An integrated knowledge-based facility management system that is designed at the planning and design stage of a project and the use of computer simulation and artificial intelligence will become a necessity. The models running in real-time to project demands will help management and staff to provide an unprecedented level of service.

Topic: Journey Towards FM Transformation

Mr Mark Koh Ik-Leng is Group Director, Facilities and Estate Management in JTC Corporation (JTC), the lead government agency responsible for the development of industrial infrastructure to support and catalyse the growth of industries and enterprises in Singapore.

Mark graduated with a First Class Honours Bachelor degree in Manufacturing Engineering from the University of Birmingham in 1997. In his 20-year career at JTC, he has contributed significantly to Singapore’s industrial landscape. He was a key member in the development and marketing of the Biopolis @ one-north, a biomedical hub with world-class facilities.

He also played a pivotal role in the development of the Offshore & Marine Cluster, having led the conceptualisation of the Offshore and Marine Centre, a shared complex which optimises the use of scarce waterfront land.

Another notable achievement was his key role in developing JTC CleanTech Park, the first specialised business park in Singapore to cater to companies engaged in clean technology research, test-bedding and prototyping activities.

In his current role as the Director of the Facilities and Estates Management Division, Mark sets the vision, direction and develops strategies for effective management of all JTC properties and estates, which comprises more than 3.05 million square meters of industrial and amenity spaces as well as 49 industrial estates spanning 7,300ha.


Abstract:

Presentation will entail JTC’s journey in transformation its facilities management, moving away from the traditional style of managing facilities management. Within a short span of the past 2-3 years, the landscape of facilities management have changed considerably; from increasing cost to manpower labour shortage (from both downstream and upstream jobs) and increased expectation from the customers on service provision and quality of services.

The presentation will depict the thought processes of how JTC manages these challenges in the following areas:

Contracting Strategies

  • Changing the way we procure our FM services (shift from silo contracting style to integrated amalgamated contract);
  • Shifting performance paradigm from “penalty approach” to “penalty and incentive approach
  • Flexibility in allowing regulatory requirements in FM contracts
  • Adoption of technologies
  • Evaluation of technologies to suit organisational needs, optimise manpower productivity and cost efficiencies

Topic: Bringing Life to a City: Smart FM of the Future

Chee Kit is Senior Director for corporate accounts and FM support at the Facilities and Engineering arm of Cushman & Wakefield Singapore.

Aside from being responsible for the overall leadership for operational excellence, account management, and financial performance for corporate customers, he also leads the company’s Building Engineering team and Contact Centre, and ensures the smooth delivery of facility management services to meet clients’ needs. Prior to joining Cushman & Wakefield, Chee Kit was a Senior Manager in Far East Organization where he was responsible for the asset enhancement and engineering initiatives

Chee Kit possesses more than 10 years’ of experience in operating and maintaining institutional, public, office, commercial, industrial and MINDEF properties. His last stint in 2003, saw him starting up a new JV in Malaysia, Penang.

Chee Kit has a Bachelor of Engineering degree from Nanyang Technical University in engineering studies and a Masters of Science degree from National University of Singapore, specializing in power engineering.


Abstract:

Singapore is going through a digital transformation to bring it forward as a smart city of the future, backed by the government’s affirmation of plans to invest S$2.4 billion in various technology areas to drive the country’s smart nation efforts. This will impact the local real estate industry in more ways than we can imagine.

At this session, Ho Chee Kit, Senior Director for Corporate Accounts and FM Support, Cushman & Wakefield, will deliver insights that will explore how facility management will impact a future where cities and buildings are getting smarter and what facility managers can do to manage their resources more intelligently.

The session will cover key real estate issues in relation to the development of a smart city, the types of real estate initiatives that are expected to be game changers in the industry, and how current and future FM practitioners can prepare for these changes.

Topic: Digital Business in Field Services

Erik Jaspers holds a bachelor degree in mechanical engineering. He went into IT over 30 years ago and has held various positions for Philips Semiconductors in Software Development and IT Project Management. For Atos (Origin) he was a Software Services business manager before moving to Philips Machine Factories as Information Manager.

The last eighteen years he has been working with Planon, a leading CAFM/IWMS software vendor, in leadership positions concerning the development of their software solutions. His current focus is specifically around product strategy, innovation and investment planning.

He contributed to a prize winning scientific publication on agile product management (2009) and to IFMA publications ‘Work on the Move’ (2011 and 2016) and ‘Technology for Facility Managers’ (2012 and 2017). He was editor of Planon’s publication ‘A Quest for Excellence’ (2015) and has written articles on technology for FM for magazines like FMJ and The Real Estate Journal.

He is member of the GEFMA CAFM workgroup, the IFMA Foundation Board Of Trustees, board member of the IFMA Research & Benchmarking Institute and member of their ‘Workplace Evolutionaries’ and ‘IT Community’ leadership teams.  A&S Asia, Bloomberg, and BusinessWeek.


Abstract:

‘Digital Business’ is the general denominator that describes the continued process of digitization in our society and businesses. Coined by leading IT trend watcher Gartner, it encompasses a wide range of products and technologies that are fundamentally changing the ways we operate, also in Real Estate and Facilities Management.

Provisioning Field Services is a very important aspect of Facilities Management, where engineers and other FM professionals perform their activities on-site.

A number of technologies relevant to Field Services are developing fast nowadays. Enabled by new generations of web based cross-platform Mobile Application technologies, we can now create enterprise-type of applications with the user experiences that are natural to these mobile devices.

BIM is developing as a new and strong source of detailed Asset and Space information that can be used on-site as well, even in non-networked environments.

GIS information is available on Mobile devices as well and can be used for a number of purposes. Next to routing, GIS data can provide unique information about the environment in which facilities sit.

IoT data (specifically real time data) provides new ways to assess the health of Assets and analyze their behavior in ways we were not able to do before.

Although great on their own, the ability to combine technologies as mentioned opens new ways for field service execution, leading to higher efficiencies, decreased error rates and hence satisfied customers.

In this presentation we will go through developments in these technologies as such but also discuss options to combine technologies to produce surprising outcomes, providing potentials for tangible and structural improvements.

Topic: The Global Future of Workplace Technology - What FM Providers Need to Know

Melvin has 14 years of industry experience tracking water and building markets in both research and consulting projects.

Melvin has undertaken several research studies and consulting projects on in the key areas of building technologies and water. His project focus includes Water and wastewater treatment in both municipal and industrial applications (desalination, MBR, smart water system, residential water filters, etc.) and Buildings (smart and green buildings, smart cities, prefabricated buildings, facilities management, homes and buildings energy management, etc.). He has worked on more than 25 consulting projects on both regional and global level and has also executed projects with major industry participants such as Philips, Legrand, Hitachi, ISS, Grundfos, Mitsui & Co., Taisei Corporation, Government of Selangor, Malaysia. In the research space, he has worked on more than 40 reports covering both market insights and trends in the environmental markets and building technologies markets.

Melvin has a number of industry specific articles to his credit and has been quoted in both online and print media. He has had articles and quotes published in trade magazines and other media channels such as A&S Asia, Bloomberg, and BusinessWeek.

This presentation discusses a broad perspective the technologies emerging today that will be critical for work in 2025.

This session also presents multi-faceted approaches to answering the question: where will work take place in 2025?  Topics include workplace design and format trends, such as smart offices and innovative retail space models; and organization and virtual trends, such as startup ecosystems and enhanced virtual collaboration technologies.

Other areas include connectivity and convergence trends, artificial intelligence (AI), the rise of professional service robots, and global cybersecurity trends such as threat-sharing initiatives and the potential shortage of cybersecurity professionals.

Isaach is the founding Managing Director of AIP Risk Consulting Pte. Ltd, a professional security and protective design consultancy firm. He is Board Certified by the Professional Certification Board, ASIS International as a Certified Protection Professional (CPP) and certified by EXIN as a Certified Data Centre Risk Professional (CDRP). Abstract:

The emerging trends of terrorism activities in urban landscape, tearing through crowded and public spaces has redefined the “war zone” with terrorism. The truth has bestowed upon facility management that terrorism has shifted their strategies and brought the theatre to our doorsteps. This has immense implications for the experience of urban landscape in cities.  The key to defending against terrorism is not solely the role of the law enforcements, governments or military. The question is not whether terrorism will occur in my city? Rather, it is when it will occur? Every building owner and facility management professional has to prepare for the protection of their building, facility, assets and people. This presentation aims to advocate on embedding protective security features and blast protective technologies seamlessly and unobtrusively into the urban landscape and building design. These features serve to minimise impact on the target site and the surrounding members of the public. Urban Security and Protective Design principles include Integrating systems into areas where space is at a premium and is already congested (vehicles / people), balancing the cost and aesthetics of protection measures against the level of protection afforded, consideration of ancillary targets in which your facility may not be the primary target but you are in close proximity to the targeted facility which puts you at risk of collateral consequences. The role of Facility Management and involvement in protection of assets has become increasingly important as part of an overall resilience strategy.

Topic: FM Education in Singapore

Jonathan Lian is an Associate Professor at the Department of Building, National University of Singapore.  He teaches Facilities Management to undergraduate students on the BSc (Project and Facilities Management) Programme at his alma mater.  He is currently serving as the Deputy Head overseeing Academic matters at the Department of Building.  Jonathan is an Accredited Airport Executive in the Association of American Airport Executives.  He has over twelve years of airport experience and has worked globally at Airport facilities in North America and Asia.  


Abstract:

With a better understanding of the FM education landscape in Singapore, facility managers (in owner organisations or service providers) can better manage their hiring of suitable FM personnel for their unique facility needs.  Traditionally, education in Singapore has focused on Pre-Employment Training (PET).  In recent times, the government has steadily increased emphasis on the need for Continuing Education and Training (CET) in the face of a rapidly changing economy that requires workers to reskill regularly.  Through SkillsFuture Singapore (under the Ministry of Education), more part-time courses are being made available.

This talk will give an overview of the current state of FM Education in Singapore, with a focus on the public educational institutions.  There will be a brief discussion on the need for trained facility managers followed by an in-depth look at the educational offerings at our public institutions.  There is currently one FM ITE course, five FM diploma courses and two FM degree programmes offered by public educational institutions in Singapore.  The majority of courses are offered for full-time students with a growing minority of courses being offered in a part-time mode.

Frank Ngoh holds a MSc. Project Management and BSc. (Hons) Estate Management from the National University of Singapore. He is part of the Senior Management team in E M Services Pte Ltd and is the General Manager of a Township Management Business Unit. Prior to his current appointment, he was the Head of Corporate Marketing and Communications Department and Centre of Service Excellence.

Frank has more than 20 years of experience in property management, township management, project management, business development and marketing. He is passionate about his work and was invited to share his knowledge to many over the years. For instance, Frank was one of the invited speakers for the 2009 Best Sourcing Symposium organised by National Trades Union Congress. He was also invited by Work Safety Health Council to speak at the bizSAFE Convention 2013.

Recently, he was invited as one of the panellist for the session on ‘The exciting prospects of Southeast Asia’s building maintenance & facility management towards industry 4.0’. As the Chairman of Professional Development Committee for International Facility Management Association (Singapore Chapter), Frank hopes to advance professionalism for facilities management in Singapore.
